MANILA, Philippines — President Ferdinand Marcos Jr. has reshuffled two Cabinet positions, returning Vince Dizon to the Department of Transportation (DOTr) and appointing Giovanni Lopez to lead the Department of Public Works and Highways (DPWH).

Presidential Communications Office Secretary Lino Cayetano announced the appointments during a press briefing on Monday, October 26. The changes reverse a major Cabinet reassignment made in August 2025, when Dizon moved from the transportation department to public works following the resignation of then-DPWH Secretary Manuel Bonoan.

Lopez, previously an undersecretary at the DOTr, had been serving as acting transportation secretary after Dizon’s transfer. He will now oversee the agency responsible for national infrastructure projects, including roads, bridges and flood-control works.

Cayetano said the changes were intended to accelerate government reforms and improve public services. Dizon’s return to the transportation department is expected to refocus attention on daily commuting concerns, while Lopez will be tasked with sustaining reforms at the DPWH, which has faced scrutiny over alleged irregularities in infrastructure spending.
