British fintech company Revolut remains interested in a Philippine digital banking licence, Bangko Sentral ng Pilipinas (BSP) Deputy Governor Lyn Javier told reporters, describing the talks as ongoing and very active.
Javier gave no timeline. She said approval depends on Revolut meeting licensing requirements, on the BSP’s assessment, and on the company’s readiness to operate. The report did not say whether Revolut has filed an application. The BSP stopped accepting new digital bank applications on December 1, 2025, although earlier filings can still be processed.
The BSP caps the number of digital banks at 10. Seven are licensed after MariBank Philippines converted in July, leaving three slots. Any increase is up to the Monetary Board.
Revolut, which serves more than 68 million retail customers in 40 markets, opened a technology hub in Manila in July 2025. For consumers, its entry would add competition in app-based banking, but for now it is an expression of interest, not an approved licence.
