China and the Philippines exchanged statements over Beijing’s participation in the ASEAN Defence Ministers’ Meeting-Plus in Cebu on October 29, exposing continuing tensions at the close of the regional gathering.
China’s defence ministry accused an unnamed Philippine politician of obstructing its participation. Spokesperson Zhang Xiaogang said the actions undermined the meeting’s inclusive character and China’s position as a dialogue partner.
Philippine Defence Secretary Gilberto Teodoro said China had been able to present its position on regional maritime security and that no ASEAN member had raised similar concerns. Manila has said an invitation was sent to China’s defence ministry. Beijing was represented by a military attaché rather than Defence Minister Dong Jun.
The exchange came against the background of repeated disputes in the South China Sea. The Cebu meeting brought ASEAN defence officials together with partner countries to discuss cooperation and security concerns. The competing accounts of China’s participation remain attributed positions; neither statement alone establishes that the other side’s account is correct.
